MnSCU Policy Reference: Chapter 8: College and University Relations
Policies Regarding Resource Development 1. The President of Lake Superior College (LSC) is authorized by the MnSCU Board of Trustees to accept gifts and grants made to the college, other than gifts of real property. Acceptance of gifts and grants from non-governmental sources with a value of $50,000 or more is contingent upon MnSCU Board of Trustee approval. MnSCU requires a formal acceptance reporting form for all gifts. 2. The MnSCU Board of Trustees must formally accept all gifts and grants of real property. 3. No institutional proposal can be submitted to any funding authority without the signature of the college president or his/her designee (MnSCU policy Chapter 8.1, Part 6). Institutional proposals are those using services of the college to operate, i.e., fiscal services. 4. LSC may receive a gift or a bequest as provided in Minnesota Statute 136F.80 and 136f.81 that is intended for the purposes performed by a foundation approved under Minnesota Statute 136F.46 and may transfer the money to the LSC Foundation. 5. LSC and the LSC Foundation report annually to the MnSCU Board on the nature and amount of all gifts (including non-cash gifts) and grants. The President's Office maintains a list of all such gifts. The Office of Planning and Institutional Effectiveness will maintain a list of all such grants. Any in-kind obligation of the college must be approved by the President or designee. Acceptance of non-cash gifts of real property will be reviewed consistent with MnSCU Policy, Chapter 8.4.
LSC Procedures for Resource Development: 1. In the initial stages of beginning a project proposal under the sponsorship of LSC, the project initiator(s) must notify the Vice-President or President when the idea is first considered. 2. Complete the proposal development form and obtain necessary signatures. The Office of Planning and Institutional Effectiveness will maintain a log of projects and funding sources. 3. The final draft of the proposal should be in the LSC Office of Planning and Institutional Effectiveness prior to the proposal deadline. 4. When officially notified of funding, procedures will be established unique to each gift or grant, including meeting requirement of the funder, limitations on expenditures, allowable costs, timelines, and funder-required reports. 5. If funded, a. Institutional Effectiveness staff will keep an institutional file on all proposals and the associated reports. b. Public Information staff will arrange for all news releases and/or public recognition of the gift or grant. c. Finance will review the budget, including terms and requirements of the funder, and set up the cost code and account.
